Reverse — the terms

Уплата процентовъ производится впередъ путемъ учета, безъ удержанія 5% сбора съ доходовъ отъ денежныхъ капиталовъ. Это обязательство можетъ быть обращено Государственнымъ Банкомъ въ именное посредствомъ надписи на оборотѣ

Interest is paid in advance by discount, without deduction of the 5% levy on income from monetary capital. This obligation may be converted by the State Bank into a registered instrument by endorsement on the reverse

Symbology

Double-headed eagle, crownless
The same eagle with the crowns, orb and sceptre stripped off - redrawn for the Provisional Government in 1917 by Ivan Bilibin, and nicknamed the 'chicken' for its plucked look. It is a state trying to stay continuous with what came before while disowning the part everyone objected to. The Soviets kept it unchanged for years afterwards.

What was happening

A short-term interest-bearing obligation of the State Treasury at Omsk — Kolchak's capital — payable at a fixed date at the State Bank. Formally these are debt instruments, not money; in practice they circulated as high-denomination currency across Siberia, which is why they survive worn rather than pristine.

The bilingual French endorsement (Bon du Trésor) is a relic of pre-war banking practice and a quiet appeal to foreign creditors who never materialised.
