Eight cabinet signatures in two rows rather than a manager and cashier. The first reads S. Krym - Solomon Krym chaired the Crimean Regional Government - but the rest are not resolved.

What was happening
Issued by the Crimean Regional Government at Simferopol and secured, in its own words, "by the entire property of the Crimea". The peninsula changed hands repeatedly between 1918 and 1920 and ended as the last redoubt of the White movement; Wrangel's evacuation in November 1920 closed the Russian Civil War in European Russia.
