What was happening

A Soviet lottery ticket, and effectively a piece of currency. Tickets were numbered, printed in the millions and hard to forge, so in years when small change was scarce they changed hands as money. They were also propaganda: the prizes are listed on the face and the illustration shows what the proceeds were meant to build.
