What was happening

The Provisional Government's 'Liberty Loan', authorised 11 August 1917 - an attempt to fund the state by borrowing from its own citizens ten weeks before it ceased to exist. The bonds were repudiated by the Soviet government in 1918 along with all imperial and Provisional debt.
