What was happening
A short-term interest-bearing obligation of the State Treasury at Omsk — Kolchak's capital — payable at a fixed date at the State Bank. Formally these are debt instruments, not money; in practice they circulated as high-denomination currency across Siberia, which is why they survive worn rather than pristine.
The bilingual French endorsement (Bon du Trésor) is a relic of pre-war banking practice and a quiet appeal to foreign creditors who never materialised.
